The View Rule button ought to take me to the origin of inherited rules, allowing me to better understand how rules work in Flux. However, it's always disabled.

In the attached screenshot, I should be able to click on View Rule under "system defaults" and have my selection change to root, and probably also have the root's inspector scroll down to the Layout Rules panel.

Side note, but system default rules aren't even visible on root, which is a whole other issue.

Regardless, this would be helpful for all sorts of inheritance and ruleset cases.

We should either make this button work or remove it, because it isn't operating to spec.
