Need tree or directory structure

I now have enough docments that I find it hard to find the correct one. We need a directory, folder or tree structure to organize this. If the this was stored locally it would not be a problem, however it is not.

I'm having trouble understanding the hierarchy system. The categories are unclear to me, and I don't understand why certain things can't be moved or grouped. I would appreciate it if the hierarchy system could be made more intuitive and flexible.
