As per Matthias Request,
"Size" Rule should work with silk lines as it works with traces:
it should alter the width of the silk line/trace.
Additionally, rectangle silk dimensions should be configured with the "Size" rule and the start/end rules to be overwrites of the size.

jecstronic thank you for the report. "Size" rule is not compatible with Rectangle Shape Silk, it's only for Pad, Via, Layout, Circle Silk, Trace and Net.
Use the new toolbar to resize a rectangle shape. Please refer to the attached image.
