Hide visibility toggle for project level properties or...

A property which is added at the project level gets a visibility toggle. It's always set to hidden and clicking it does nothing. Either hide this toggle or make it do something.
The visibility toggles were meant to control what properties show up in a component's metamodule.
So what if this toggle controlled what properties were on by default for the consumed view? When the project is published and consumed, it will have a metamodule in the consuming project. Any project level properties set to visible would also be set to visible in the consumed view and be present in the metamodule by default.
Make sense?
If not, please just hide it, cuz it seems broken as is.
