Dropdowns are indistinguishable from the surface behind them because they share the same background color.

I suggest we change the color of all dropdowns to be lighter.

We use a lighter color already for menus, which I believe is specified as action.background-custom or grey[800].

Attached are two examples of dropdowns that are the same color as the surface behind them, and a nicely differentiated menu item.
