It looks like the "keepout minimum" with selector as "*" or "layout" is causing this rendering issue.
To repro:
- create a project, add a resistor, connect a ground to one of the resistor pin
- go to pcb editor, create a global rule, enter * or layout in the selection criteria
- add "keepout minimum" and set it to 0.3mm for example
