I have a project with its layout shape is derived from SVG asset. The layout shape did work, but after applying the "scale" rule to resize it, it didn't work.

This is not exactly the same issue. But this is how you export a DXF in CorelDraw to get accurate board outlines in the PCB. It looks like you design in MM (50mm x 50mm) then export the DXF in METERS! Seems like a off by a few 0's in the code.
