Remove the "Comment" column.
Keep "Designator", "Footprint", and "JLCPCB Part #" columns.
In the "Designator" column, if there are multiple entries separated by commas (e.g., C1, C4), enclose them in double quotes.

This does not appear to be a bug because here JLCPCB recommends having the comment column in the BoM file. Also see their Sample BoM file
