Jharwin's repro steps:

Drag any component (e.g. generic resistor) in the schematic editor canvas (don't deselect)
Switch to PCB editor
On the right inspector panel, scroll down to Layout Rules; you won't see the "Actual | Computed" tabs and ADD button.
