The description of the layer rule (rule dialog) reads:

"Defines what layer the footprint is placed. Footprints can be placed on either the top or bottom layers."

"VALUES

Top, Bottom, Invert"

The rule also applies to pads, not just footprints and can be set to intermediate layers, not only top/bottom/invert.
